Public Information (Open Records)
Information under the Texas Public Information (Open Records) Act includes most public records, with limited statutory exceptions. Student records, including grades, transcript requests, academic status, verifications, etc., are protected by the Family Educational Rights and Privacy Act, except for directory information. For definitions of and the process to request student records, please refer to Board Policies FJ (Legal) and FJ (Local). Student Directory Information falls under the Texas Public Information (Open Records) Act and means information contained in an education record of a student that would not generally be considered harmful or an invasion of privacy if disclosed. The College District designates the following categories of student information as public or directory information. Such information may be disclosed by the institution:
Category I: Name, classification, major field of study, home address, and College District email address.
Category II: Previous institutions attended, attendance status, awards, honors (including Distinguished and President’s lists), degree(s) conferred (including dates), past and present participation in officially recognized sports and activities, and physical factors (height and weight of athletes).
Student Directory Information can be obtained at any time; however, this information is more complete following the official day of record for each semester.
Public Information (Open Records), as well as the exceptions, is defined in Board Policy GAA (Legal), and the process to request and charges for requesting Public Information (Open Records) can be found in Board Policies GAB (Legal) and GAB (Exhibit).
In accordance with House Bill 3033 of the 88th Texas Legislature, the College has designated the dates below as non-business days for Public Information (Open Records) requests for FY26 (September 1, 2025, through August 31, 2026). Please note, these dates are in addition to the other non-business days as described in House Bill 3033:
- December 15-19, 22, 23, and 29
- March 9 and 10
Note to staff: If you receive a request or subpoena for College District information, immediately forward it to openrecordsrequest@blinn.edu for compliance. It is critical that you do not hold these requests or subpoenas, delay these subpoenas, or respond without the assistance of the Public Information Officer or Legal Counsel, as specific laws affect the timeliness and disclosure of information.

Please send the completed form to the designated regular mailing address, email address, or fax number above. Public information requests sent to any other Blinn College District address, account, or fax number will not qualify as an open records request under the Public Information Act.
