Public Information (Open Records)

Information under the Texas Public Information (Open Records) Act includes all records except student records (i.e., grades, transcript requests, academic status, verifications, etc). For definitions of and the process to request student records, please refer to Board Policies FJ (Legal) and FJ (Local). For more information on obtaining student records, please contact the registrar.

Student Directory information falls under the Texas Public Information (Open Records) Act and means information contained in an education record of a student that would not generally be considered harmful or an invasion of privacy if disclosed. The College District designates the following categories of student information as public or directory information. Such information may be disclosed by the institution:

Category I: Name, classification, major field of study, home address, and College District e-mail address.

Category II: Previous institutions attended, attendance status, awards, honors (including Distinguished and President’s lists), degree(s) conferred (including dates), past and present participation in officially recognized sports and activities,and physical factors (height, weight of athletes).

Student Directory Information can be obtained at any time; however, this information is more complete following the official day of record for each semester.

Public Information (Open Records), as well as the exceptions, is defined in Board Policy GAA (Legal) and the Process to Request and Charges for Requesting Public Information (Open Records) can be found in Board Policies GAB (Legal) and GAB (Exhibit).

In accordance with House Bill 3033 of the 88th Texas Legislature, the College has designated the below listed dates as non-business days for Public Information (Open Records) requests for FY25 (September 1, 2024 through August 31, 2025). Please note, these dates are in addition to the other non-business days as described in House Bill 3033:

  • December 18-20, 23, 27, 30-31
  • March 10-12

If you receive a request/subpoena for College District information, immediately forward to openrecordsrequest@blinn.edu for compliance. It is critical you do not hold these requests/subpoenas or respond without the assistance of the Public Information Officer as there are specific laws regarding the timeliness and disclosure of information.

To make a Public Information (Open Records) Request, please complete the Public Information (Open Records) Request Form. Mail the completed form to: Leighton Schubert, 902 College Avenue, Brenham, Texas 77833 or email openrecordsrequest@blinn.edu or fax to 979-830-4116.

Examples of a few basic charges
Standard paper copies $ 0.10 per page
Compact disks $ 1.00 per disk
Programming charge $ 28.50 per hour
