House Bill 5: College Readiness Program
In accordance with the Texas 83rd Legislature of the State of Texas House Bill No. 5, Section 10, under Section 28.014 of the Texas Education Code, each school district is required to partner with at least one institution of higher education to develop and provide College Preparatory Courses in Mathematics and English Language Arts Reading (ELAR) intended to prepare students for success in entry-level college courses.
Blinn College Preparatory Courses are designed for 12th-grade students whose performance on an end-of-course assessment, such as the Texas Success Initiative Assessment (TSIA2) or a college entrance examination (for example, the SAT, PSAT, ACT, or PACT), indicates that they are not yet ready to succeed in entry-level college coursework. Successful completion of a college preparatory course in ELAR and/or Mathematics allows students to qualify for a waiver of TSI requirements at the institution of higher education with which the ISD has a Memorandum of Understanding.
