In accordance with the Texas 83rd Legislature of the State of Texas House Bill No. 5, Section 10, under Section 28.014 of the Texas Education Code, each school district is required to partner with at least one institution of higher education to develop and provide College Preparatory Courses in Mathematics and English Language Arts Reading (ELAR) intended to prepare students for success in entry-level college courses.
Blinn College Preparatory Courses are designed for 12th-grade students whose performance on an end-of-course assessment, such as the Texas Success Initiative Assessment (TSIA2) or a college entrance examination (for example, the SAT, PSAT, ACT, or PACT), indicates that they are not yet ready to succeed in entry-level college coursework. Successful completion of a college preparatory course in ELAR and/or Mathematics allows students to qualify for a waiver of TSI requirements at the institution of higher education with which the ISD has a Memorandum of Understanding.

Texas College Bridge documentation may be submitted through GreenLight by the student’s high school. Students may also upload their Texas College Bridge certificate through Admissions Forms in their myBLINN account.
The House Bill 5 College Preparatory ELAR course helps students strengthen the reading and writing skills needed to succeed in college-level coursework. Students who successfully complete the course are certified college-ready in Reading and Writing and may enroll in ENGL 1301 after high school graduation.
The college preparatory English course focuses on the reading and writing skills students need to succeed in transferable college courses.
This course is not equivalent to English IV because it does not include the literature student learning outcomes required for English IV.

Blinn College’s Academic Affairs Office provides guidance regarding course materials and grading.
The Memorandum of Understanding specifies the required course content and the evaluation criteria used to score the final examination.
Ideally, the College Preparatory ELAR course should last one academic year.
The ELAR final examination must be completed within a two-week window. Blinn College’s Academic Affairs Office will provide the final examination to the school.
The following materials must be submitted electronically to Blinn College’s Academic Affairs Office for each student:
Student work is reviewed and certified by Blinn College’s House Bill 5 ELAR liaison.
After successful completion, a waiver for the appropriate TSI section or sections will be applied and listed on the student’s official transcript.
The waiver is valid for two years from the student’s high school graduation date, provided the student enrolls in the applicable freshman-level mathematics or ELAR course during the first year of enrollment at Blinn College.
Successful completion of the applicable college-level course completes the student’s TSI status for those sections. For example, completing ENGL 1301 with a grade of C or better during the two-year waiver period results in college readiness in both Reading and Writing.
The student’s date of birth and contact information must be included on the roster. School district personnel are encouraged to complete any required FERPA documentation early in the process.
Students who do not successfully complete the House Bill 5 ELAR course are encouraged to take or retake the TSIA2.

Students will need TSIA2 placement scores to enroll in Integrated Reading and Writing courses at Blinn College, which provide an alternative pathway toward completing TSI requirements.
